They had no shortage of water, since they were impersonating water-delivery men, their warehouse headquarters would have had electrical cable in its electrical system and boots are pretty common. If they'd actually had time, I would hope they would have had a better method of taking her out prepared.
That plus the fact that they tried to shoot her with 9x19mm when they grabbed Derek (futile) and the surprise of the Kaliba goon when he asks the A.I. "Where'd you get these schematics, anyway?" after electrocuting her make me think that they didn't know before then that she was a machine.
