Unless the goons on the ground had no idea that Kaliba expected them to lose (because would they really have gone if the mission briefing read "Get yourself killed and your cell phone taken"?) or putting the info on the phone was just a back-up plan in case the more simplistic "send guys over there to shoot them" plan didn't work.

I've seen stuff like that done before in fiction. Hell, I've participated in crafting plans like that for characters while playing tabletop RPGs.
