Maybe it's supposed to seem off because sending the Terminator after Savannah was actually misdirection on somebody's part, designed to trick the Connors or John Henry into making a mistake. I mean, I can't think of why the Kaliba goons at the lighthouse would have Savannah's picture and info on their phones while on a mission to go after someone else entirely. Bad information security for an A.I. Maybe the Connors were supposed to see it and rush off to save Savannah because it was a trap.
